National Executive Committee
1) There shall be a National Executive Committee which shall be the Chief Executive Authority of the Party
and responsible for the general direction and control of the Party.
2) The National Executive shall:-
a. keep the work of the Party in the forefront of public consciousness and under constant review.
b. give specific directions to the Secretary General.
3) The membership of the Party’s National Executive Committee shall be as follows:-
a. the Leader;
b. the Deputy Leader;
c. the Chairman;
d. the Secretary General;
e. the Treasurer;
f. the First Vice-Chairman;
g. there shall be no more than three (3) persons elected after each Convention by the Party’s National
General Council from amongst the Parliamentary Members of the Party.
h. two (2) persons elected after each Convention by the Party’s National General Council from
amongst Councillors of the Party.
4) The Party’s National Executive Committee, through the Secretary General shall submit a quarterly report
of its activities to the Party’s National General Council.
5) A quorum of the Party’s National Executive Committee shall be six (6) members.
6) The Leader shall call a meeting of the National Executive Committee at his discretion, or, when
requested to do so by six members of the Committee, provided, that the Committee meets once in every
month.
Stalwart’s Council
1) There shall be a Stalwart’s Council, membership in which shall include all Stalwarts.
2) Not more than two (2) persons shall be admitted to membership of the Council in any one year.
3) The minimum qualifications for membership of the Council shall be ten (10) years distinguished service to
the Party.
Councillors
1) Membership of the Council shall be bestowed upon a member of the Party in good standing who has been
proposed for the honour by at least twelve (12) other members of the Party in good standing, and who
have been approved by the Party’s National General Council by a two thirds majority vote.
2) The Council shall serve as an Advisory Body generally to the National General Council with specific
functions to mentor candidates and train Party Officers.
Political Committee
1) There shall be a Political Committee composed of members of the Party who are members of Parliament
(referred to as Parliamentary Members), the Chairman, the First Vice-Chairman and four (4) other
Councillors appointed by the Chairman after consultation with the Leader.
2) The Political Committee shall meet regularly and as often as necessary during the sessions of Parliament
or at the discretion of the Leader to discuss and deal with legislative implementation of the Policies and
Programmes of the Party.
3) A quorum of the Political Committee shall be one-third of its membership.
Disciplinary Committee
1) There shall be a Disciplinary Committee composed of seven.
2) Members of the Party’s National General Council appointed by the Chairman in consultation with the
Leader as soon as practicable after a National Convention.
3) The Disciplinary Committee shall keep under constant supervision the discipline, attendance and other
obligation and responsibilities of Members of the Party and may report any member to the Party’s
National General Council for appropriate action according to the provisions of the Constitution.
4) In the event a member of the Disciplinary Committee is called in for disciplinary action by the Committee,
that member shall withdraw from the Committee during the discussion of his case, and if disciplined by
the Council shall be disqualified for subsequent membership of the Committee, at the pleasure of the
Council.
5) After the consideration of a report from the Disciplinary Committee, the Party’s National General Council
may suspend or otherwise discipline a Member for the following reasons:-
a. acting contrary to the interest of the party or its Platform, Programme, Policy or Principles;
b. acting in Parliament in a manner detrimental to the best interest of the Party, or country;
c. opposing a Party candidate in any elections;
d. openly supporting a candidate from an opposing party in opposition to a Party candidate;
e. becoming a candidate in any election without the approval or authority of the Party;
f. open disrespect for the presence, office or authority of members of the Party’s hierarchy;
g. in the case of Life Member, for becoming a member of an opposing party.
6) The Party’s National General Council may:-
a. reprimand a member;
b. decline to approve a member’s candidacy for election who has acted contrary to this Article 25; or
c. suspend a Member from the Party for any period up to two years.
7) The Member being disciplined shall have the right to appeal to the National Convention provided he gives
written notice of his intention to appeal within thirty (30) days of the Party’s National General Council’s
decision.
8) The Party’s National General Council must give the member whose conduct is being inquired into seven
(7) clear days’ notice in writing to afford him the opportunity of defending himself.
9) Any person suspended from the party may, after the period of suspension has expired, apply to the party’s
National General Council to have his membership reinstated.
10) No Individual member of the party may hold a Press Conference in the name of the party nor issue any
statement to the Press for the Party on controversial matters not clearly set out in the party’s Constitution or
Platform without instruction and delegation from the Leader or Chairman.
11) Every member who acts in an official capacity for the purpose of carrying out the functions prescribed or
anticipated by this Constitution, and who is tested positive for the use of illegal drugs in an officially
authorized test, or is convicted for a drug related offence by a court of law, or is being disciplined by the
National General Council for any activity related to the illegitimate use of narcotic drugs, shall be
disqualified from holding office for a period not less than three (3) years. Such disqualification may be
lifted only at the discretion of the Council.
Public Relations Committee
1) There shall be a Public Relations Committee composed of seven members.
2) Members of the Public Relations Committee shall be appointed by the National Chairman in consultation
with the Leader as soon as practicable after a National Convention.
Candidates Committee
1) There shall be a Candidates Committee composed of the Leader, Deputy Leader, Chairman, Secretary
general and seven other members selected by the Chairman, after consultation with the Leader, from the
Membership of the Party’s National General Council.
Parliamentary Committee
1) All candidates for election to the Legislature shall:-
a) be Members of the Party in good standing;
b) be registered voters; and
c) satisfy the qualifications for membership of the Legislature as laid down by the Constitution of
the Turks and Caicos Islands.
2) Prospective candidates for elections shall be either:-
a) recommended to the Candidates Committee in writing by the Branch of the Party in the
Constituency concerned; or
b) recommended to the Candidates Committee by an Affiliated Member of the Party; or
c) an Individual Member of the Party in good standing who applies in writing to the Candidates
Committee.
3) Official candidates for election is one who has been:-
a. Vetted by the Candidates Committee;
b. recommended to the Party’s National General Council by the Candidates Committee;
c. approved by the Party’s National General Council by a clear process of selection or elimination.
4) When selecting candidates for election, the National General Council shall vote by secret ballot.
5) After a Candidate is chosen and announced by the party all Members of the Party are duly bound to
support that Candidate.
6) The National General Council shall elect from among successful candidates in any general election,
persons to be recommend to the leader, to be Ministers in the cabinet.
d. If the Leader is dissatisfied with the performance of any Minister of the Cabinet, he shall refer
the matter to the National General Council for appropriate action.
e. The National General Council after due deliberations and investigation shall advise the Leader to
the necessary action to be taken.
Standing Committees
1) The Chairman of each standing committee shall in consultation with his committee draw up a programme
of work for such committee and present it to the Party’s National General Council for approval within one
(1) month of the establishment of the committee.
2) Standing Committees should submit quarterly written reports of their activities for consideration at the
regular quarterly meetings of the Party’s National General Council.
3) Each Standing Committee shall submit an annual report to the party’s National General Council.
